Mr. Zhao Huayu, 1972 - 2010

Mr. Zhao Huayu, a national of the People’s Republic of China, served with the UN Police with the UN Stabilization Mission in Haiti (MINUSTAH) since September 2009, his fourth assignment in Haiti since 2004.
Huayu received a Bachelor’s degree in machine design and manufacturing in 1994 from Chongqing University. After a year-long apprenticeship as an associate engineer in a factory in Henan Province, his hometown, he returned to Chongqing University to pursue a law degree. A professor there recalled Huayu as “so hard-working” that within one year he had finished all the required courses. Such a quick admission to graduate school was almost unheard of at that university. The professor also said that Huayu often ranked first among some 50 classmates during his graduate studies.
After earning his law degree in 1999, Huayu started his police career with the Ministry of Public Security (MPS) of China. He held several logistics posts there, including Deputy Director of Government Procurement Office in the Logistics, Equipment and Finance Departments.
Huayu undertook four missions with MINUSTAH dating back to 2004 on which he worked in procurement and was responsible for various purchases. He also led a communications team which established a radio station system.
On his most recent mission, he helped with the establishment of a national procurement system complying with international standards and Haitian law.
“Huayu was a very ethical procurement officer, and followed strictly rules and procedures in the bidding process to prevent corruption, ” a colleague said.
Huayu prided himself on procuring reliable, high quality, cost-effective products and is remembered for his professionalism and attention to detail.
Coming from a poor family, peers said Huayu was a “considerate, down-to-earth, honest and sincere person.”
A colleague recalled that “he treated people equally regardless of their social and economic status”, adding “he was also a devoted son, a loving husband and a caring father.”
A talented writer and a poet, Huayu spoke fluent English in addition to his mother tongue Chinese.
Huayu is survived by his wife Liu Qiong and their son Zhao Chongguang, 5.
