Opening of the session by the Temporary President, the Chairman of the delegation of Malaysia [1]
The Temporary President, H. E. Mr. V. Danabalan, Secretary-General of the Ministry of the Environment of Malaysia, declared open the nineteenth special session of the General Assembly for the purpose of an overall review and appraisal of the implementation of Agenda 21.
Minute of silent prayer or meditation [2]
The Temporary President then invited members of the General Assembly to observe one minute of silent prayer or meditation.
Scale of assessments for the apportionment of the expenses of the United Nations (Article 19 ofthe Charter) (A/S-19/20)
The Temporary President drew the attention of the General Assembly to a letter addressed to him by the Secretary General (A/S-19/20) concerning the arrears of 17 Member States in the payment of its financial contribution to the United Nations.
Appointment of the members of the Credentials Committee [3 (a)]
On the proposal of the Temporary President, the General Assembly decided that the Credentials Committee for the nineteenth special session would consist of the same members as those appointed for the fifty-first regular session of the Assembly, namely China, the Dominican Republic, Gabon, the Netherlands, Paraguay, the Philippines, the Russian Federation, Sierra Leone and the United States of America.
The Temporary President called attention to the fact that credentials should be issued for all representatives to the special session, in accordance with rule 27 of the rules of procedure of the General Assembly, and urged all members to submit the credentials of representatives to the Secretary-General as soon as possible.
Election of the President of the General Assembly [4]
On the proposal of the Temporary President, the General Assembly decided to elect thePresident of the fifty-first regular session of the General Assembly, H. E. Mr. Razali Ismail, as President of the nineteenth special session of the General Assembly.

Report of the Commission on Sustainable Development: report of the Commission onSustainable Development on preparations for the special session of the General Assembly for the purpose of an overall review and appraisal of the implementation of Agenda 21 (A/S-19/14) [5]
The Chairman of the Commission on Sustainable Develop-ment, H. E. Mr. Mostafa Tolba (Egypt), made a statement.
Organization of the session (A/S-19/2) [6]
On the proposal of the President, the General Assembly decided that the Chairman of the Main Committees of the fifty-first regular session would serve in the same capacity at the nineteenth special session.
On the basis of the decision by the Assembly, the President informed members that the following Chairmen of the Main Committees of the fifty-first regular session were present at the nineteenth special session and would serve in the same capacity: the Chairman of the First Committee, H. E. Mr. Alyaksandr Sychou (Belarus); the Chairman of the Special Political and Decolonization Committee (Fourth Committee), H. E. Mr. Alounkeo Kittikhoun (Lao People's Democratic Republic); the Chairman of the Second Committee, Mr. Arjan Hamburger (Netherlands); the Chairman of the Third Committee, Mrs. Patricia Espinosa (Mexico); the Chairman of the Sixth Committee, H. E. Mr. Ramon Escover-Salom (Venezuela).
The President informed the Assembly that in the absence of the Chairman of the Fifth Committee, Mr. Syed Rafiqul Alom (Bangladesh), Vice-Chairman of the Fifth Committee,would be Acting Chairman of the Committee for the duration of the nineteenth special session.
On the proposal of the President, the Assembly decided that the Vice-Presidents of the fifty-first regular session would serve in the same capacity at the nineteenth special session.
On the basis of the decision taken by the Assembly, the President informed members that the Vice-Presidents of the nineteenth special session were the representatives of the following Member States: Andorra, Angola, Bahamas, Burundi, China, Cyprus, France, Ghana, Honduras, Latvia, Libyan Arab Jamahiriya, Niger, Pakistan, Paraguay, Philippines, Russian Federation, Sudan, Turkey, United Arab Emirates, United Kingdom of Great Britain and Northern Ireland and United States of America.
On the proposal of the President, the Assembly decided to establish an Ad Hoc Committee of the Whole of the Nineteenth Special Session.
On the proposal of the President, the Assembly elected H.E. Mr. Mostafa Tolba (Egypt) as Chairman of the Ad Hoc Committee of the Whole of the Nineteenth Special Session.
On the proposal of the President, the Assembly decided that the Chairman of the Ad Hoc Committee of the Whole would be a member of the General Committee of the nineteenth specialsession.
The General Committee of the nineteenth special session was thus fully constituted.
The President informed the Assembly that, pursuant to Assembly resolution 51/181 of 16 December 1996, States members of specialized agencies, which were not members of the United Nations, namely the Cook Islands, the Holy See, Kiribati, Nauru, Niue, Switzerland, Tonga and Tuvalu, had been invited to participate as observers in the debate in plenary meeting.
On the proposal of the President, the Assembly decided that intergovernmental and others organizations and entities having received a standing invitation to participate as observers in the work of the Assembly would be invited to participate in the debate in plenary meeting.
On the proposal of the President, the Assembly decided that the Ad Hoc Committee of the Whole would also hear statements by the observers.
On the proposal of the President, the Assembly decided that representatives of United Nations programmes and specialized agencies would be invited to participate in the debate in plenary meeting, provided they were at the highest level.
On the proposal of the President, the Assembly decided that the Ad Committee of theWhole would also hear statements by representatives of United Nations programmes and specialized agencies.
The President informed the Assembly that, in accordance with Assembly decision 51/467of 18 April 1997, and without setting a precedent for other special sessions of the Assembly, he had extended invitations to representatives of major groups, as identified in Agenda 21 and represented by non-governmental organizations in consultative status with the Economic and Social Council and on the roster, to participate in the debate in plenary meeting.
The President recalled that, in accordance with decision 51/467, representatives of such major groups who could not be accommodated in the debate in plenary meeting may be invited to address the Ad Hoc Committee of the Whole.
Following consultations with the regional groups, on the proposal of the President, the Assembly decided that, without setting a precedent for other special sessions of the Assembly, it would hear a statement by the Inter-Parliamentary Union in the debate in plenary meeting.
The President reminded members that, owing to time constraints, the list of speakers in the debate in plenary meeting had been established on the understanding that the length of statements would not exceed 7 minutes.
Adoption of the agenda (A/S-19/1) [7]
The General Assembly decided to consider the provisional agenda of the nineteenth special session without referring it to the General Committee.
The Assembly then adopted the agenda as contained in document A/S-19/1.
On the proposal of the President, the Assembly decided to allocate agenda item 8 (Overall review and appraisal of the implementation of Agenda 21) to the Ad Hoc Committee of the Whole for consideration, on the understanding that the debate on the item would take place in plenary meeting.
On the basis of the decision taken by the Assembly, the list of document before the Assembly for its consideration contained in document A/S-19/19 was referred to the Ad HocCommittee of the Whole for its consideration.
The General Assembly decided to consider agenda item 9 directly in plenary meeting.

The General Assembly took note that Guinea-Bissau had made the necessary payment to reduce its arrears below the amount specified in Article 19 of the Charter and was informed that this information would be reflected in the final version of document A/S-19/20.

The meeting was opened by the Chairman of the Ad Hoc Committee, Mr. Mostafa Tolba (Egypt).
Election of officers
The Ad Hoc Committee elected by acclamation Mr. Bagher Asadi (Islamic Republic of Iran), Mr. John Ashe (Antigua and Barbuda), Ms. Idunn Eidheim (Norway) and Mr. Czeslaw Wieckowski (Poland) as Vice-Chairmen. The Ad Hoc Com- mittee decided that Mr. Wieckowski would also serve as Rapporteur.

Overall review and appraisal of the implementation of Agenda 21 [8]
The Ad Hoc Committee began its general discussion of the item and heard statements by the Chairperson of the High Level Advisory Board on Sustainable Development; the Minister of Environment and Tourism of Zimbabwe and Chairman of the Conference of Parties of the United Nations Framework Convention on Climate Change; and the Executive Secretary of the Convention to Combat Desertification.
Statements were also made by the Deputy Director-General of the International Labour Organisation; the Executive Secretary of the Economic Commission for Europe (on behalf of the regional commissions); the Director of United Nations Affairs and External Relations of the United Nations Children's Fund; the representative of the International Research and Training Institute for the Advancement of Women; the Assistant Director, Fiscal Affairs Division, of the International Monetary Fund; and the Deputy Director of the United Nations Development Fund for Women.
The Head, Environment and Sustainable Development Division, of the African Development Bank, and the Assistant Secretary-General of the Organization of the Islamic Conference also made statements.
