PURPOSE
The purpose7 of this Convention shall
be to ensure the full, effective and equal enjoyment of all human rights and
fundamental freedoms by persons with disabilities.8

7. Some members of the Working Group suggested
that international cooperation should be included as one of the objectives
of the Convention. Other members suggested that international cooperation
was a means to achieve the objectives of the Convention, and not an objective
itself. See also preambular paragraph (i).

An alternative formulation that the Ad Hoc Committee may wish to consider
is: "The purpose of this Convention shall be to protect and promote the
rights of persons with disabilities."
