Following are UN Secretary-General António Guterres’ remarks at the ceremony marking the fifth anniversary of the Peace Agreement in Colombia, in Apartadó today:

According to the United Nations Development Programme (UNDP), non-performing loans in Afghanistan’s credit market have increased from around 30 per cent at the end of 2020 to 57 per cent in September 2021.  As the massive withdrawal of savings continues, UNDP projects that the deposits’ base could shrink by as much as 40 per cent by year-end.

Humanitarian personnel in Somalia, along with the Federal Government, have sounded alarm over worsening drought conditions.  Some 2.3 million people — 18 per cent of the population — are severely affected by water, food and pasture shortages in a country that has experienced more than 30 climate-related hazards since 1990.

The Security Council decided today to extend the mandate of the United Nations Verification Mission in Colombia for one year, unanimously adopting resolution 2603 (2021).

Responding to the violent clashes in Beirut today, Special Coordinator for Lebanon, Joanna Wronecka, condemned the use of armed violence outside of State authority and underscored the need for restraint, maintaining calm and stability and ensuring the protection of civilians.

The imminent fifth anniversary of the historic peace accord between Colombia and former opposition armed groups offers an opportunity to acknowledge its successes and commit to overcoming challenges that stand in the way of realizing its transformative potential, the senior United Nations official in the country told the Security Council today.

United Nations Secretary-General António Guterres has appointed Mireia Villar Forner of Spain as the United Nations Resident Coordinator in Colombia, with the host Government’s approval.

The World Food Programme (WFP) and the World Health Organization (WHO) have launched a new project to improve emergency response to health crises.   The project, called INITIATE², will develop solutions such as disease-specific field facilities and kits and train logistics and health responders on their use.

The Office of the United Nations High Commissioner for Refugees (UNHCR) warned of a looming humanitarian crisis in Afghanistan as escalating conflict has displaced 270,000 Afghans inside the country since January, bringing the total uprooted population to more than 3.5 million.  UNHCR said the needs of those who have fled are “suddenly acute”.
