On 20 October 2023, the Security Council Committee established pursuant to resolution 2653 enacted the amendments, specified with strikethrough and/or underline, in the entry below on its Sanctions List of individuals and entities.

The Security Council today authorized the renewal for one year of the sanctions regime on Haiti, continuing a targeted arms embargo, travel ban and asset freeze established in October 2022 to address the widespread violence, criminal activity and human rights abuses plaguing the country.

The UN Conference on Trade and Development’s newly released Trade and Development Report 2023 warns of a stalling global economy this year, with growth slowing in most regions and only a few countries bucking the trend. The agency calls for a change in policy direction and institutional reforms to avert a lost decade.

On the situation in the Caucasus, the Office of the United Nations High Commissioner for Refugees (UNHCR) says it’s deeply concerned about the rapidly increasing number of refugees fleeing into Armenia, with long queues reported at the border.

On 8 September 2023, members of the Security Council Committee established pursuant to resolution 2653 (2022) concerning Haiti held informal consultations to discuss the final report of the Panel of Experts on Haiti, submitted in pursuance of paragraph 21(c) of resolution 2653 (2022).

In Mali, armed conflict, internal displacement and restricted humanitarian access risks pushing nearly 1 million children under age five into acute malnutrition by the end of 2023. The UN Children’s Fund and the World Food Programme urgently seek $184.4 million to reach 8.8 million people, including 4.7 million children.

In Haiti, amid intensifying violence, Volker Türk, the High Commissioner for Human Rights, called for urgent action to be taken on the UN Secretary-General’s appeal for a non-United Nations multinational force to support the Haitian police in addressing the grave security situation and restoring the rule of law.

The United Nations Children’s Fund says that three in four children in South Asia — 460 million boys and girls — are exposed to extreme high temperature, compared to only one in three children globally, with toddlers, malnourished children and pregnant women most vulnerable to heat stroke and other serious effects.
