* 卢旺达政府为了处理司法系统中大量积压案件,于2001年开始实行称为加查查的参与性司法制度。各区社选举法官,对策划种族灭绝或强奸以外的其他一切罪行的嫌疑犯进行审讯。被控抢劫或谋杀者如肯认罪可获假释,回家候审。卢旺达继续根据常规刑法运用本国传统法庭制度对涉嫌策划种族灭绝或强奸者进行审讯。被控此等罪行者不予假释。遇犯者表示悔意,寻求和解,加查查法庭量刑从轻。这些法庭旨在协助社区参加司法程序以及全国和解。
