Information note Regional/subregional training courses on the preparation of submissions to the Commission on the Limits of the Continental Shelf ("the Commission") on the outer limits of the continental shelf beyond 200 nautical miles from the baselines from which the breadth of the territorial sea is measured Purpose To provide training to the relevant technical staff of developing coastal States with wide-continental margins, who have been designated by their Governments to assist in the preparation of submissions to the Commission on the Limits of the Continental Shelf, in conformity with the technical and scientific requirements of article 76 of the United Nations Convention on the Law of the Sea of 10 December 1982, which are further elaborated in the Technical and Scientific Guidelines prepared by the Commission. To further enhance the knowledge and skills of such staff of, taking into account specific features and characteristics of the region and/or sub-region. To develop in-depth understanding of the full procedure for the preparation of the submission, of required technical and scientific data, and of how different fields of expertise will have to be combined for the purposes of the submission. Mandate Refer General Assembly resolutions 59/24, 60/30, 61/222 and 62/215, in which the Assembly requested the Secretary-General, in cooperation with States and relevant international organizations and institutions, to develop and make available training courses in order to facilitate the preparation of submissions in accordance with the Scientific and Technical Guidelines of the CLCS. Background Since 2005, the Division has been organizing such training courses, in cooperation with intergovernmental bodies and host Governments concerned, that have been delivered at the regional/sub regional level. The training courses are for the benefit of developing States, in particular the least-developed countries and small island developing States, Members of the United Nations and Parties to the United Nations Convention on the Law of the Sea, intending to establish the outer limits of their continental shelf beyond 200 nautical miles from the baseline from which the breadth of their territorial sea is measured. Practical arrangements Regarding practical arrangements, including funding, the Division endeavours to organize the courses with the support and cooperation of appropriate international organizations and regional/sub regional bodies, as well as Governments, including the host Government and donor countries. It is expected that such support and cooperation should facilitate the selection of venues, equipment and the financing of the instructors, experts and, as the case may be, some of the participants. At the same time, the Governments that intend to nominate their participants should consider availing themselves of the facility of the Trust fund for the purpose of facilitating the preparation of submissions to the Commission on the Limits of the Continental Shelf for developing States, in particular the least developed countries and small island developing States, and compliance with article 76 of the United Nations Convention on the Law of the Sea. For that purpose, Governments from the region who wish to avail themselves of the Trust fund, should submit an application to the Division for Ocean Affairs and the Law of the Sea, Office of Legal Affairs, United Nations, for up to two participants. Programme The programme of the regional/sub regional trainings is structured on the basis of the "Outline for a five-day training course for delineation of the outer limits of the continental shelf beyond 200 nautical miles and for preparation of a submission of a coastal State to the Commission on the Limits of the Continental Shelf" (CLCS/24).
