Changing the Conversation on Development Finance for Health

Summary
This event will discuss what it will take to finance health in the post-2015 world. The discussion will showcase the latest thinking on mobilizing domestic public finance and how to improve the catalytic role of international public finance (including innovative financing) to leverage domestic action. Dimensions to be addressed include: Universal Health Coverage, Unfinished business of the health-related MDGs, National and global health risks, Noncommunicable diseases (NCDs) and mental health.
The event will highlight the importance of domestic action to finance health in the post-2015 development agenda and the use of international public finance to complement national efforts.
The side event will explore the following questions:
•Are significant additional investments required to address health in the post-2015 era?
•Which scope do countries have to raise more domestic finance for health? What is the potential to increase revenues from taxation on tobacco and alcohol? If only a portion of these domestic proceeds were allocated to health, would this allow governments to increase spending on health?
•Which scope do donors have to improve the catalytic role of international public finance to complement national efforts to raise sufficient resources for health?
•Which scope do public-private investment partnerships have to contribute beyond unfinished business?
