Financing Africa’s Food Security and Agricultural Growth in a Warmer World: How Can the FFD and Paris Climate Summit Help?

Summary

Unchecked global warming could cost African countries as much as 6% of their GDP by the end of the century. With current levels of climate finance well below the $100bn promise, and 17% of development assistance being directed towards climate issues there is a risk that both adaptation and vital development assistance (for health, education, etc) will be short of the resources required. Climate change and development are clearly linked. Adapting to climate change will make development more expensive and bring with it additional costs – these costs cannot simply be passed on to people and countries that have contributed little to climate change. While resources are constrained we need to ensure that public resources are available for both development and climate change adaptation. For African governments, the outcomes of FFD and the Paris Climate Summit will determine the parameters of Africa’s future agriculture growth and food security. For women farmers, who grow the majority of food on the continent and who are facing climate impacts already today, these discussions are central to their future livelihoods.
