This issue focuses on the third review and appraisal of the World Programme of Action concerning Disabled Persons and the 1997 International Day of Disabled Persons. At its fifty-second session, in 1997, the General Assembly considered the report of the Secretary-General on the third review and appraisal. There was a lively and productive debate on the topic; 44 Governments sponsored a draft resolution on further action and suggested privatization in the disability field. The draft was adopted by the Assembly on 12 December 1997, as resolution 52/82.
The 1997 observance of the International Day of Disabled Persons, on 3 December, had as its theme arts, sports and persons with disabilities. It involved for the first time a extensive series of exchanges in cyberspace via Internet.
