State reports that through its Weapons Threat Reduction Program (WTRP), which implements Canada’s commitments to the 31-member Global Partnership (GP) Against the Spread of Weapons and Materials of Mass Destruction (www.gpwmd.com), Canada supports UNSCR 1540 implementation. Global Affairs Canada’s WTRP responds to requests for Member State for assistance, and provides international assistance in response to requests submitted to the 1540 Committee, as well as direct requests for bilateral assistance. Canada’s response includes the delivery of concrete capacity-building projects such as: strengthening export control and border security measures, providing chemical, biological, radiological, nuclear (CBRN) training and related equipment and offering technical assistance to help States develop and strengthen their legal and regulatory frameworks dealing with CBRN instruments and regimes.

State further reports that future opportunities for Canadian capacity-building in support of resolution 1540 (2004), in particular Operative Paragraph 3, could include:

  • Nuclear, radiological, biological, and chemical material accountancy;
  • Transportation of dangerous goods, including CBRN materials;
  • Physical security of CBRN materials and facilities
  • Customs and excise / law enforcement for CBRN and related materials;
  • CBRN forensics, detection and incident/event response and mitigation through multilateral organization such as the IAEA, the NSS process, GICNT and the OPCW.
  • Develop and maintain appropriate and effective measures to prevent, prepare for, detect and disrupt the deliberate misuse of biological agents;
  • Strengthen national and international capacities to rapidly identify, confirm/assess and respond to CBRN attacks; and
  • Reduce proliferation risks through the advancement and promotion of safe and responsible conduct
