Countries in arrears in the payment of their financial contributions under the terms of Article 19 of the UN Charter

Under Article 19 of the Charter of the United Nations, a Member State in arrears in the payment of its dues in an amount that equals or exceeds the contributions due for two preceding years can lose its vote in the General Assembly.

An exception is allowed if the Member State can show that conditions beyond its control contributed to this inability to pay.

The following nine (9) Member States are in arrears and fall under the provisions of Article 19 [see document A/79/720 and A/79/720/Add.1 (to be issued)]:

  1. Afghanistan
  2. Bolivia (Plurinational State of)
  3. Cabo Verde
  4. Congo
  5. Ecuador
  6. Grenada
  7. Guinea-Bissau
  8. Sao Tome and Principe *
  9. Venezuela (Bolivarian Republic of)

* In its resolution 79/3 adopted on 9 October 2024, the General Assembly decided that Sao Tome and Principe would be permitted to vote in the Assembly until the end of its 79th session.
