In a letter dated 27 July 2016 (A/71/191), the Permanent Representative of Spain to the United Nations requested, on behalf of Guatemala, Honduras, Mexico, Panama, Peru, Portugal, Spain and Uruguay, the inclusion of this item in the provisional agenda of the seventy-first session.

Consideration at the seventy-first session

The Sixth Committee considered the item at its 12th and 31st meetings, on 11 October and 4 November 2016 (see A/C.6/71/SR.12 and A/C.6/71/SR.31).

A statement was made by the representative of Peru.

The view was expressed that the Conference of Ministers of Justice of the Ibero-American Countries was an intergovernmental organization, having signed cooperation agreements with other international organizations, and shared and promoted the values of the Charter of the United Nations, as well as Sustainable Development Goal 16.3.

Action taken by the Sixth Committee

At the 12th meeting, on 11 October, the representative of Spain, on behalf of Andorra, Argentina, Bolivia (Plurinational State of), Brazil, Chile, Colombia, Costa Rica, Cuba, the Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Portugal, Spain and Uruguay, introduced a draft resolution entitled “Observer status for the Conference of Ministers of Justice of the Ibero-American Countries in the General Assembly” (A/C.6/71/L.5).

At its 31st meeting, on 4 November, the Committee adopted draft resolution A/C.6/71/L.5 without a vote.

Under this draft resolution, the General Assembly would decide to invite the Conference of Ministers of Justice of the Ibero-American Countries to participate in the sessions and the work of the General Assembly in the capacity of observer; and request the Secretary-General to take the necessary action to implement the resolution.
