Annotations
- Opening of the session
The second session of the Ad Hoc Committee on a Comprehensive and
Integral International Convention on the Protection and Promotion of
the Rights and Dignity of Persons with Disabilities will open at
United Nations Headquarters on the morning of Monday, 16 June 2003.
- Election of a new member of the Bureau
To complete its Bureau, the Committee will be called upon to
elect a Vice-Chairman from the group of Eastern European States.
- Adoption of the agenda
In accordance with the rules of procedure of the General
Assembly, at its first meeting, the Committee will be called upon to
adopt the provisional agenda for its second session.
- Organization of work
The proposed organization of work for the second session of the
Committee is contained in document A/AC.265/2003/L__.
- Review of progress in the elaboration of a comprehensive and
integral international convention on the protection and promotion of
the rights and dignity of persons with disabilities
In its resolution 57/229, the
General Assembly requested the Secretary-General to submit to the
Committee at its second session a comprehensive report on the views
submitted on the proposals for a convention. In the same resolution,
the Assembly also encouraged States to hold meetings and seminars to
contribute to the work of the Committee, and invited regional
commissions and intergovernmental organizations, within their
respective mandates, as well as non-governmental organizations,
national disability and human rights institutions and independent
experts with an interest in the matter, to make available to the
Committee suggestions and possible elements to be considered in
proposals for a convention.

In addition, the outcomes of technical meetings and seminars held
in response to the request of the Assembly will be made available to
the Committee.
- Panel discussions on priority themes
In the report on its first session (A/57/357),
the Committee invited its Bureau to organize, at its second session,
panel discussions on key thematic issues, with the participation of
experts and United Nations organizations. The panels are organized
by the Secretariat, in consultation with the Bureau of the
Committee.
- Debate on the contributions to proposals for a convention
In its resolution 57/229, the Assembly requested the
Secretary-General to seek the views of Member States, observer
States, relevant bodies and organizations of the United Nations
system, including relevant human rights treaty bodies and the
Special Rapporteur on disability of the Commission for Social
Development, concerning proposals for a convention, including
questions relating to its nature and structure and the elements to
be considered, such as the work done in the field of social
development, human rights and non-discrimination, as well as issues
of follow-up and monitoring and the complementarity between a new
instrument and existing instruments.
