In resolution 2663 (2022), the Security Council reiterates its decisions in and the requirements of resolution 1540 (2004), and re-emphasizes the importance for all States to implement fully that resolution.

Resolution 2663 (2022) again calls upon all States that have not yet presented a first report on steps they have taken or intend to take to implement resolution 1540 (2004) to continue to undertake efforts to submit such a report to the 1540 Committee without delay, and requests the Committee to make fully available its expertise to these States, as appropriate, to facilitate the submission of such reports. While 185 Member States have submitted a first report, eight States have not yet done so.

In addition, resolution 2663 (2022) again encourages all States that have submitted such reports to provide, when appropriate or upon the request of the 1540 Committee, additional information on their implementation of resolution 1540 (2004), including, voluntarily, on their laws and regulations and on States’ effective practices. 124 Member States have so far submitted additional information.

Through resolutions 1977 (2011), 2325 (2016) and 2663 (2022), States are also encouraged to prepare on a voluntary basis, national implementation action plans, with the assistance of the 1540 Committee and its expertise as appropriate, to map out their priorities and plans for implementing key provisions of resolution 1540 (2004). To date, 47 such plans have been received by the Committee from 38 States, while more States are in the process of preparing or updating their national action plans.

In response to the Committee’s requests to States to nominate national points of contact for resolution 1540 (2004), 142 States have provided information in this regard.

The final report on the 2022 Comprehensive Review indicates that the overall number of measures taken by States has increased from 50% to 56% since 2016. The chart below presents a graphic view of the number of Member States by the percentage of matrix measures recorded in 20211 compared to 2016. As the chart shows, the number of States that had measures in 10% or fewer matrix fields decreased from 10 to 5, while those that registered more than 90% of all matrix measures increased from 24 to 28 States. The most significant increase was for the number of States that recorded between 41-50% of all matrix measures, which was 38 compared to 25 States in 2016. These figures  represent a positive trend in the total number of measures identified as having been taken by States in their implementation of the resolution.
