Zaragoza’s main waste water treatment plan is located in La Cartuja. With a Capacity of 1,200,000 inhabitants, this plant has treated 92% of the city’s effluents since 1993.
In 1990, Zaragoza’s City Council selected Veolia by a public tender to design, build, finance and operate the plant (25 years BOT). The challenges were to minimize the footprint and nuisance of the plant: The water is treated by compact indoor installations to minimise the visual, noise and odour pollutions. The process includes a lamellar primary & secondary sedimentation, and 9 m deep biological reactors.
The conventional sludge line (dewatering with centrifuges) is followed by fluidized bed incineration. The smoke is treated with an electro filter and two washing towers to remove particles and contaminating compounds. Since 2006, a 440 kW steam turbine recovers the heat, generating 3.588.300 kWh last year.
In 2011, the Zaragoza’s City Council extended the BOT to 2024 to also provide treatment for the combined sewer overflows and improve the energy efficiency, using a 220 kW hydraulic turbine and an Actiflo™ to treat the storm water.
